That is DVLA's first-licence form. It is a print-only form. You post it. You do not email it to OVM. GOV.UK says you need motor trade insurance with the form, on [apply for a trade licence](https://www.gov.uk/trade-licence-plates/apply). We are not going to invent extra insurance wording on top of that. OVM already holds plates.
